What is CAP-DA?

Program for Disabled Adults. It is a Medicaid program, sponsored through the Home and Community Based Waiver Services (HCBS). CAP-DA services allow for the recipient to remain in or return to a home and community-based setting.

Requirements for CAP-DA?

  • Active Medicaid enrollment
  • Disabled adult 18 years and older
  • An individual who is determined to require a level of institutional care under the State Medicaid Plan
  • Meets certain financial criteria

What are Consumer Directed Services?

Consumer directed services allows individuals enrolled in CAP-DA to serve as the role of employer for their personal care services. Enrolled beneficiaries are able to choose who provides care for them. Additionally, beneficiaries are able to recruit, hire and supervise their personal assistant as well as setting up a pay rate.

Since beneficiaries are able to choose who they hire, this model allows family and those currently residing in the home the opportunity to be their hired personal care employee.
